Frederick Usher de Voll was born in Providence, Rhode Island, in 1873. He was a graduate of the Rhode Island School of Design and studied under William Merritt Chase, Charles W. Hawthorne, and Robert Henri, the latter of which had the greatest influence on his involvement with the Ashcan school and led to his unparalleled success with capturing urban night scenes. In this large, accomplished painting, De Voll has captured the night and the water reflecting the night sky using the navigational red and green lights on the tugs and the faint shimmers of the rope lines to the dock and the billows of smoke against a black sky.
